I'm pretty sure the answer is no.
Once white binding has turned dingy yellow, theres no way to get it white again correct? Its the laquer that has yellowed correct

Yes, it is the lacquer that has turned yellow. The only way to get rid of it completely is to refinish it.
I don't know if sanding the finish down a touch, then shooting a little new lacquer on top will help much. It would probably soften the yellow a bit, at the very least.
